Before joining OneJustice, Amy served as Legal Services Director at California Lawyers for the Arts and as a staff attorney at the Board on Professional Responsibility, D.C. Court of Appeals. She received her B.A. from Yale College and her J.D. from Georgetown University Law Center.
A descendant of Japanese American incarceration camp survivors, Amy is committed to OneJustice’s vision of a just and equitable society advanced by a thriving legal services sector. Amy believes in collaboration and community building, and values being a part of the unique role that OneJustice plays in supporting and connecting a broad network of legal services nonprofits, law schools, law firms, corporations, and volunteers.
Amy loves good coffee, mystery books, beach days, and public art.
Dana Marquez Richardson (She/Her)
Senior Staff Attorney

Dana helps lead OneJustice’s policy work, including OneJustice’s advocacy to increase federal funding for legal aid organizations. She also manages projects that strengthen legal services organizations, in areas including team and project management and legal aid governance. Dana was drawn to OneJustice because of the commitment to improving the impact made on low-income Californians through the organizations that serve them.
Prior to joining OneJustice, Dana attended the University of San Francisco Law School, where she was involved in a variety of groups including the University of San Francisco Law Review and the Student Bar Association. During law school, Dana gained meaningful experience with the Capital Habeas Unit of the Federal Public Defender’s Office in Little Rock, Arkansas, the Oakland City Attorney’s Office, and the San Francisco City Attorney’s Office.
Outside of work, Dana loves a good cup of coffee, the ocean, and being a wife and mom to her two children, dog, and two cats.
Gail Quan (She/Her)

Gail started her legal career as a commercial litigator at Pillsbury Winthrop LLP (now Pillsbury Winthrops Shaw Pittman) and then at Coblentz, Patch, Duffy & Bass, LLP. Throughout her work, Gail was deeply embedded in both firms’ pro bono practices, representing clients in matters involving eviction defense, asylum and school expulsions.
Immediately prior to joining OneJustice, Gail worked as Legal Counsel at Tides, a philanthropic partner and nonprofit accelerator dedicated to building a world of shared prosperity and social justice. As Legal Counsel, Gail managed the risk and compliance of Tides 501(c)(3) and (c)(4) operations, providing legal support for more than fiscally-sponsored 160 projects and assisting high net-worth individuals, corporations and private foundations with their philanthropic giving through a variety of vehicles, including donor advised funds.
Gracia Berrios (She/Her)

Gracia Berríos-MacInnis (she/her/ella) is a Program Manager and Equity and Inclusion Lead at OneJustice, where her passion lies in fostering and sustaining communities. At OneJustice, Gracia works alongside legal aid organizations, law firms, and community partners throughout California, striving to address the legal needs of low-income communities and uplift the legal aid system. She has volunteered for local political campaigns because she believes in the power of grassroots efforts that can create positive change.
Originally from Lima, Perú, Gracia was raised in Sonoma County, California. She is a lover of all dogs. In her free time, Gracia attempts recreating her mom’s delicious homemade Peruvian dishes, though she humbly realizes that matching that level of deliciousness is no easy feat.
Habiba Simjee (She/Her)

Prior to joining OneJustice, Habiba provided free, direct immigration legal services to undocumented and mixed-status students and families in the University of California system through the UC Immigrant Legal Services Center at UCLA, and previously, at UCSB. She became involved with undocumented student advocacy during law school through Berkeley Law’s International Human Rights Law Clinic. She has had the opportunity to work with refugees, asylum-seekers, unaccompanied children, and youth in the juvenile justice system. Habiba attended Berkeley Law and completed her undergraduate education at UC San Diego.
Habiba enjoys spending time with loved ones, being in the sun, walking and hiking for hours on end, and cooking.
Jocelyn Ortiz (She/Her)

Prior to joining OneJustice, Jocelyn worked in the communications field providing media and communications strategy to nonprofit clients. Jocelyn also has had a variety of experiences working in public interest law at the Brennan Center for Justice, Georgetown Law Center’s Initiative for Gender Justice & Opportunity, and the Public International Law and Policy Group. These opportunities gave Jocelyn an important foundation in utilizing law and policy to create social and political change for marginalized groups. Jocelyn graduated from Georgetown University with a degree in history.
Jocelyn joined OneJustice because of the life-changing legal aid opportunities OneJustice provides to under served and marginalized communities in California and its mission to strengthen and support California’s legal aid system.
Jocelyn loves to spend time with her rescue dog, practicing yoga, and streaming lots of TV shows so she can give recommendations to her family and friends.
Kimberly Irish Heinonen (She/Her)

Kim has over 15 years of experience working in the nonprofit sector. Before joining OneJustice, Kim served as the Volunteer Manager at the Eviction Defense Collaborative and as a Program Manager at Breast Cancer Action. She earned a Bachelor of Arts in Comparative Literature and Spanish from the University of California, Davis, and her law degree from the University of San Francisco School of Law. She is an Alumna of the Dr. Beatriz María Solís Policy Institute of the Women’s Foundation of California, and earned BoardSource’s Certificate of Nonprofit Board Education.
Kim loves OneJustice’s innovative approaches to the tough nonprofit management issues facing legal services organizations today – from the Executive Fellowship Program that trains leaders in the skills they need to run a thriving nonprofit to consulting services, which support Boards of Directors and Executives.
Kim enjoys spending time with her husband and young daughter, especially hiking and other outdoor activities.
Leigh Ferrin (She/Her)

Leigh works at OneJustice because legal services organizations are key in ensuring a just and equitable society. Legal services organizations need support and resources to better provide services to their communities, whether that’s through innovative pro bono programs, systemic change advocacy, or strategic decision making at the organizational level. Leigh wants to ensure legal services staff have what they need to serve more people efficiently and effectively.
Prior to OneJustice, she worked at the Public Law Center (PLC) in Santa Ana, CA, as the Director of Legal Services. During her career at PLC, Leigh provided consumer law legal services to low-income Californians, directed PLC’s pro bono work, and guided PLC in its advocacy and impact efforts. She started her career as an Equal Justice Works AmeriCorps Legal Fellow at PLC working on foreclosure and bankruptcy cases. Leigh graduated from Pomona College in 2002 with a B.A. in Psychology, and from Loyola Law School in 2008 with her J.D. While in law school, Leigh was an Editor on Loyola’s Entertainment Law Review.
Leigh loves running outside, live music, and watching all sports, including basketball, football, dance, gymnastics, and soccer.
Martina I. Cucullu Lim, Esq. (She/Her)

As a daughter of immigrants, Martina’s passion for creating a more just and inclusive world is deeply personal. During her career, Martina has provided services in the areas of immigration, housing, and equal access to the law for defendants in death-penalty eligible cases. She has been a key leader in Bay Area county-wide homelessness prevention initiatives through her work with Alameda County Housing Secure and San Francisco Tenant Right to Counsel. Martina has in-depth experience with collaborations, scaling infrastructure, non-profit financial sustainability, program design, and leading DEI efforts at every agency level.
Mayté Alonso (She/Her)

Mayté’s introduction to the legal aid sector was through serving as a ProBono Clinic Coordinator in the Washington DC area for the Washington Lawyers’ Committee for Civil Rights and Urban Affairs. Mayté learned about the direct impact that legal aid can have in a community with an overflowing need for legal advocacy.
After graduating from Georgetown University with a degree in Government, Mayté worked at a variety of startups and non-profits to develop innovative fundraising and communications strategies to ensure that organizations had the proper funding they needed to do the good work they sought out to do.
Mayté has a big heart and loves many things including running, mindful meditation, hot yoga, watching baseball, and perfecting different coffee brewing techniques.
Miguel Martinez (He/Him)

Prior to joining OneJustice, Miguel coordinated NALEO Educational Fund’s naturalization application assistance program. He assisted legal permanent residents access legal support with filling out their naturalization application. At Magnolia Community Initiative he served as a community organizer who built and activated community leaders who addressed challenges in rising housing costs, public safety, and immigration. While a student at Santa Monica Community College Miguel was involved with community organizing and advocacy work that promoted a pathway for citizenship and the DREAM Act. His early experience in community college paved the way for his passion to serve those most in need.
Miguel believes that the attainment of legal aid is a basic human right. Access to legal aid can be a life changing experience and should be available to all, regardless of financial stability.
Miguel enjoys exploring nature parks and hiking in the mountains. He enjoys museums, architecture, and listening to different philosophical perspectives.
Patrick Fodell (He/Him)

Patrick has worked in the legal services field for the past decade and a half. He coordinated trainings and outreach efforts at the Watsonville Law Center, Legal Aid Association of California, and the Self-Represented Litigants Network. His past work has helped to expand and support legal aid and court based programs in California and across the nation. He received his undergraduate degree from the University of Michigan in 2008 and a Masters in Public Administration from Cal State, Long Beach in 2019.
Patrick appreciates how OneJustice fights for justice by engaging a broad network of individuals throughout California. He finds this comprehensive approach very effective in fighting for those who need assistance the most.
In his spare time he enjoys playing video games and watching bad horror movies with his husband, giving attention to his dogs and cats, and reading fantasy/sci fi books.
Phil Hwang (He/Him)

Phil joined OneJustice as CEO in 2020. Previously, Phil was Executive Director of Community Legal Services in East Palo Alto and strengthened his leadership and organizational management skills with the support of OneJustice’s Executive Fellowship program.
Before becoming an executive director, Phil worked for fifteen years as a legal aid and civil rights attorney. He served as the Director of Policy and Programs at the Lawyers’ Committee for Civil Rights of the San Francisco Bay Area, where he oversaw its pro bono programs, policy advocacy, and impact litigation. Phil began his legal career at Bay Area Legal Aid, where he represented low-income clients in the areas of housing, disability, and benefits law.
Phil received his undergraduate degree from Stanford University and his law degree from Harvard Law School.
Phil loves bulldogs, movies that make him cry and guilty-food pleasures like super nachos.
Sade Dhalla (She/Her)

Prior to joining One Justice, Sade worked as a Peer Educator which is where her passion for social equity bloomed. While working with students from diverse backgrounds she began to learn the importance of capacity building and tailoring projects to the students’ unique perspectives. Sade graduated from the University of California, Riverside with a degree in African American studies.
Sade joined One Justice because of her commitment to protecting, empowering, and transforming marginalized communities that exist in California through legal aid. She strongly admires and appreciates the holistic, innovative, and justice oriented methods that One Justice uses to help support those in need and their mission to strengthen the civil legal aid sector in California.
Sade loves healing her community and family through holistic measures; such as sound healing. She enjoys spending quality time with loved ones and spending time outdoors.
Shannay Howard-Sampson (She/Her)

Growing up in mid- Wilshire Los Angeles and living through the 1992 LA Uprising, Shannay always had a heart for politics, social justice and community service. As a teenager, she remembers her mother being a proud and busy member of Zeta Phi Beta Sorority. She would often attend chapter meetings, community and political events alongside her mother and younger sister. This was the beginning of her commitment to helping solve disparities within her community with a particular interest in women’s issues and African American families.
While completing undergraduate studies at Mount St. Mary’s University (Los Angeles), Shannay held several positions that centered around service and community outreach. She served as a Campus Compact AmeriCorps VISTA Volunteer from 1994-1995. As a manager for the University’s Community Student Ambassador Program, Shannay supported/managed 20+ college students that volunteered in schools throughout Los Angeles. She was a member of the Black Student Union and Women’s Leadership program. Shannay earned a BA in English and Secondary Education Teaching Credentials. She was a long term substitute English teacher with Los Angeles Unified School District.
Prior to joining OneJustice, Shannay worked for the San Bernardino Superior Court and US Bankruptcy Court. Following that, she had an extensive and rewarding career in Social Work and recently retired from the County of San Bernardino. She now works in the nonprofit legal sector as the Leadership & Executive Fellowship AmeriCorps VISTA Associate with OneJustice. Supporting the Executive Fellowship Program, Board Training Program and E&I are just a few areas of interest. “I feel my life has come full circle and it is amazing. But service has always kept me grounded and grateful.”
In her personal life, Shannay continues to be an active member of NCNW Pomona Valley Section and NAACP. She serves as the Interdenominational Women Ministers’ Alliance of Southern California (IWMA) Public Relations Chair and was recently appointed Chair of the 2024 Pomona Inland Valley MLK Jr Project. She is a member of the African American Parent Advisory Council (AAPAC) and a former PTSA and School Site Council Member for West Heritage Elementary and Heritage Intermediate School. Shannay enjoys spending time with her husband, son, family/friends, traveling and exploring cultural places, attending concerts, sports and women’s events, reading and trying new restaurants/foods, serving her church and community.
Shiel Basuroy (He/Him)

Shiel’s belief in the work at OneJustice relates to an interest in helping provide the legal sector the tools to build equitable and just access to legal aid. He believes in the work that OneJustice does, and working as an organization he hopes to be able to elevate inclusive services through collaboration with the legal sector. As a child of immigrant parents, and someone who had the opportunity to hear from community voices, he wishes to aid in OneJustice’s vision and mission.
While at Santa Clara University majoring in Communication, he had the opportunity to intern for a few different companies. He interned at two different startup companies, one of which focused on changing the online fitness industry landscape and the other was a medical billing company. Both experiences provided him with an understanding of building from the ground up. He also had the chance to intern for the Alumni Association at Santa Clara University, focusing on providing Alumni with excellent experiences and a vast networking community. Finally, he worked on an incredibly important project in a team called the “Asian and Black Alliance”. He had the opportunity to create a narrative short film and help in the creation of a website with the purpose of uplifting underrepresented voices–Asian and Black Americans specifically.
Outside of work, he is a huge football fan (Raider Nation!), he also enjoys watching and playing basketball, loves to read and write, and enjoys working out and walking his dog Peaches.
Zain Tewalthomas (She/Her)

Prior to joining OneJustice, Zain served as Director of Operations & Development at two legal service organizations simultaneously from 2013-2022: The Capital Appeals Project and The Promise of Justice Initiative in New Orleans, Louisiana. She completed her Masters of Public Administration at the University of New Orleans and degrees in Women’s Studies and Anthropology from the University of Wisconsin- Madison.
In her volunteer hours, she supports the Ukrainian resistance, and serves as a proud board member with the Promise of Justice Initiative, Lift Louisiana, Global New Orleans, and the John Thompson Legacy Center.
